DBKL plans to allow e-scooter, mopeds to encourage mobility

KUALA LUMPUR: Kuala Lumpur City Hall (DBKL) is studying the possibility of allowing e-scooters and mopeds as part of its measures to increase active mobility in the nation’s capital.

Kuala Lumpur mayor Datuk Seri Mahadi Che Ngah said the mode of transportation has become more common today, other than the everyday commuting for pedestrians and bicycle riders.

Currently, only pedestrians and bicycles are allowed on the sidewalk, while mopeds are not permitted on the Malaysian roads as they do not comply with existing traffic laws. 

“A pilot study with UTM (Universiti Teknologi Malaysia) and urbanists (town planners) on the use of micro-mobility is in the works as we understand and see that these modes of transport are popular in other cities.

“However, these platforms are not without weaknesses, especially in safety aspects where accidents and deaths have occurred in the past.

“We are open to the option of using this mode of transport, but the most important thing is to ensure safety of road users and not being a nuisance to motorists,” he said at a press conference after unveiling the Kuala Lumpur Master Traffic Plan 2040 (PITKL2040) at Kuala Lumpur City Hall here today.

Mahadi said the pilot study would help outline the framework surrounding micro-mobility use, mainly concerning traffic laws.

DBKL’s urban transport department director Yu Chuan Hock said the inclusion of micro mobility transports such as e-scooters and mopeds into the existing cycling lanes in the capital was being discussed, especially with law enforcement agencies and transport authorities.

“We seek legal advice from the police and Road Transport Department as it involves traffic laws and safety.

“We are also awaiting word from the Transport Ministry in regards to the matter, as well as the guidelines,” he said.
